In the Fall of 2001, PCA National set forth a program that would allow 16 and 17 year olds to participate in Autocross and Rally Driving events.

Program Summary:

  • Both parents/guardians should sign the waiver; however, one parent/guardian is acceptable. Friends/other relatives are not acceptable. Minors cannot be admitted to or be assigned to work in any “hot” areas. Minors enrolled in the JPP, see below.
  • The JPP allows the fully licensed sons, daughters, nephews, nieces, step-children or grandchildren of PCA members to participate in autocrosses. The parent or legal guardian of the JPP entrant does not have to be a PCA member if the uncle, aunt, grandparent or step-parent is a PCA member, and this member is in attendance at the event, along with the JPP entrant.
  • BOTH parents or legal guardian(s) must be present at the event to sign the “Waiver and Release of Liability and Indemnity Agreement for Minors in Restricted Areas, Driving or Riding”. If both parents will not be present at the event, a notarized waiver of the parent not in attendance must be provided. The JPP entrant must sign the “Minor’s Assumption of Risk Acknowledgment” form.
  • The requirement for both parents signatures is waived only if the other parent is deceased. In the case of divorced parents, it is specifically not waived, as long as both parents are alive. Registrars may take the word of the PCA member if they represent the other parent as being deceased.

The program is optional at the region level and specifically does not apply to Parade events.
